ND CORN GRANTING COMMITTEE MEETING
NOVEMBER 18,1998

Chairman John Bollingberg called the meeting to order at 9 AM. Those present were John Bollingberg, Paul Langseth, Dr. Duane Berglund, Albert Schneiter, Cole Gustafson, Allan Braaten, Dwight Enockson, Dr. Phil Glogoza, Research Fund Coordinator Lori Capouch,
Dr. Harold Cross, Kim Koch, Professor Robert Harrold and NDCGA/NDCUC Executive Director Darby Buchholtz.
Darby Buchholtz read the minutes from the September 17th meeting. Chairman Bollingberg called for any changes. Lori Capouch requested title change from SBAR Administrator to Research Fund Coordinator.
Paul Langseth moved that the minutes be approved as amended. Allan Braaten seconded the motion and motion carried.
OLD BUSINESS
Mr. Langseth stated that he would continue to look into finding a beef industry representative to serve on the committee.
Mr. Enockson stated that as we consider the proposals, much rests with the additional demands there might be on the corn breeder position. He requested that funding be deferred until the committee has had an opportunity to speak with Dr. Cross and the committee has a better idea of
the corn breeders needs.
NEW BUSINESS
Chairman Bollingberg inquired as to what point the committee would feel we had secured funding for the corn breeder position. The governor has assured full funding for the corn breeder position.
Mr. Gustafson stated that the governors budget will be released December 10th. He also stated that another dimension is what is happening on the federal scene.
Dr. Berglund stated that Dr. Cross retired fairly early because he seemed to be getting less and less support. With a new corn breeder they will have to look into the following areas: genetics, hybrid testing, and corn researcher
Mr. Enockson requested a dollar figure needed to enhance the program.
Mr. Bollingberg stated that our goal is to bring corn growers concerns to the table. He stated that there is a need to understand each others concerns and to make this corn breeder as functional as possible. Mr. Bollingberg suggested we go forward with the corn breeder position assuming the position is there. He stated that he has made numerous contacts regarding support for the corn breeder position and that the corn growers will continue to work to see that the corn breeder position is in the budget for the next biennium.
John asked for a motion defining what the committee would consider full funding.
Mr. Enockson moved that "the committee recommend that secure funding be defined as 100 percent funding in the governors budget and that we be prepared to go public with the search process at that point." Mr. Langseth seconded the motion. There was no further discussion and motion carried.
There was discussion regarding the concern of the committee regarding the position description of the new corn breeder. Mr. Bollingberg urged the University to consider a person or two from the corn granting committee to be a part of the search committee.
DR. PHIL GLOGOZA
Dr. Phil Glogoza discussed the proposed project, Improved Integrated Pest Management for Forecasting Field Activities. Focus of the project is to get a better feel for this corn borer.
Mr. Bollingberg stated that we have approximately $30,000 from the legislature and we intend to maximize its use. Mr. Langseth inquired of Dr. Glogoza if it would be possible to conduct this research with 75% of the proposed request. Dr. Glogoza responded that it may be a possibility.
There was discussion regarding the fact that this is a two year project but the corn granting committee will be disbursing these funds yearly.
Dr. Glogoza discussed his project Yield Loss Relationship Study Between ECB and the Corn Plants Reproductive Growth Stage. Mr. Gustafson also inquired of Dr. Glogoza if this project could be completed on a 75% budget. He stated that project will need the funding for labor and that it would be very difficult to manage this project on any less funding.
HIGH OIL CORN IN A SWINE DIET
Dr. Kim Koch of the Northern Crops Institute discussed the project proposal for use of high oil corn in a swine diet.
DR. HAROLD CROSS
Dr. Harold Cross addressed the committee regarding the history and his past work as the corn breeder. He stated that the program started in 1919 which means it is 80 years of continuous breeding. Bill Witicus was a corn breeder for the four years prior to Dr. Cross. Dr. Cross took over in 1971. His emphasis was early maturity. The major problem as he sees it is that
North Dakota don't have a wet enough growing season.
Dr. Cross stated that if the position is not replaced, 80 years of plasma will be lost.
Mr. Enockson stated that we were looking for a dollar amount needed to enhance this program. Dr. Cross indicated that the combine which the department has used in the past is in need of repair.
Dr. Cross has been returning to the University to review data.
He stated that approximately $20,000 would be needed to get the program off the ground and maybe to get a graduate student to work with the researcher.
FUNDING DECISIONS
The committee made a commitment to doing what they can to enhance the breeding program but will be limited since funds can be used for new initiatives only. Therefore, those funds would not be available to replace equipment.
Lori stated the Corn Granting Committee will have $20.571.80 for distribution.

Mr. Langseth moved that the committee approve funding for 'the first year of Dr. Glogoza's projects.
Improved Integrated Pest Management for Forecasting Field Activities of the Corn Borer in the amount of $5391.00 and Yield Loss Relationship Study between ECB and the Corn Plants Reproductive Growth Stage in the amount of $4316.50. Total project funding granted $9,707.50.
Mr. Langseth moved that the committee approve funding proposals for one year of funding. Mr. Braaten seconded the motion and motion carried.

There was discussion regarding the NCI proposal for High Oil Corn in a Swine Diet. The committee felt that since there is limited high oil corn in the state due to the shortage of varieties for North Dakotas short growing season, that this would be a project for consideration in the future. Ms. Capouch will draft a letter addressing the concerns of the committee and invite future project considerations.
The committee will await a proposal for a specific dollar amount and specific uses for the corn breeder enhancement funding.
Mr. Langseth moved for adjournment. Mr. Gustafson seconded the motion and meeting adorned.
