of the  

State Soil Conservation Committee meeting
 

Bismarck , North Dakota 

September 11, 2006

A Special Meeting of the North Dakota State Soil Conservation Committee was held at the Kelly Inn, Bismarck, North Dakota to discuss the SSCC/NRCS Contribution Agreement and 2007-2009 Biennium Budget Support for Soil Conservation Districts.  The meeting was called to order at 8:00 a.m., on September 11, with Chair Thomas Christensen presiding.  The following persons attended all or a portion of the meeting:

SSCC/NRCS CONTRIBUTION AGREEMENT  
Scott Hochhalter reviewed the soil conservation district comments with the State Soil Conservation Committee Members regarding the SSCC/NRCS Contribution Agreement.      

Scott Hochhalter reviewed the funds needed by the soil conservation districts through December 31, 2006.  He mentioned that $76,941 of Federal funds was turned back by the soil conservation districts.    

The State Soil Conservation Committee discussed several USDA-NRCS Conservation Programs with Jennifer Heglund.   

Paul King mentioned that the Federal funds to be turned back would be used in North Dakota by NRCS to assist in the delivery of the USDA-NRCS Conservation Programs.

 IT WAS MOVED BY COMMITTEE MEMBER HAWK, SECONDED BY COMMITTEE MEMBER DISRUD, AND CARRIED ON A ROLL CALL VOTE TO TURN BACK $76,941 OF FEDERAL FUNDS TO NRCS.  Committee Members Wood, Hawk, Hoerauf, Disrud, Blegen and Christensen voted “Aye.”  No negative votes were cast.    

IT WAS MOVED BY COMMITTEE MEMBER HAWK, SECONDED BY COMMITTEE MEMBER WOOD, AND CARRIED ON A ROLL CALL VOTE TO DISTRIBUTE THE REMAINING $76,941 OF STATE FUNDS EQUALLY TO THE 52 SOIL CONSERVATION DISTRICTS.  Committee Members Wood, Hawk, Hoerauf, Disrud, Blegen and Christensen voted “Aye.”  No negative votes were cast.    

2007 – 2009 BIENNIUM BUDGET UPDATE  
Scott Hochhalter mentioned that the NDSU Extension Service Budget submitted to OMB would include an additional $125,000 of General Funds for the Soil Conservation District Assistance Program.  The additional funding would assist soil conservation districts in meeting their technical and administrative needs.  The planning, design, installation and checkout of conservation practices reported by participating soil conservation districts has had a significant impact on North Dakota’s natural resources. 
 

The State Soil Conservation Committee reviewed the mill levy amounts being levied by soil conservation districts.    

ND STATE WATER COMMISSION  
Dwight Comfort reviewed water level in Lake Sakakawea, Devils Lake and Stump Lake.     
 

ND Ag DEPARTMENT   
Judy Carlson provided an update on the 2006 Project Safe Send collection.    
 

NDSU EXTENSION SERVICE   
Gerald Sturn provided an update for the NDSU Extension Service.

om Hanson mentioned that the North Dakota Association of Soil Conservation Districts Board of Directors would be meeting on September 22, 2006.     

The meeting was adjourned at 11:45 a.m.
