MINUTES
of the
State Soil Conservation Committee meeting
A meeting of the North Dakota State Soil Conservation Committee was held at the Holiday Inn, Fargo, North Dakota. The meeting was called to order at 11:30 a.m., on November 14, with Chair Thomas Christensen presiding. The following persons attended all or a portion of the meetings:

OF MINUTES
IT WAS MOVED BY COMMITTEE MEMBER WOOD, SECONDED BY COMMITTEE
MEMBER BLEGEN, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE MINUTES OF THE
JULY 19 & 20, 2006 AND THE SEPTEMBER 11, 2006 COMMITTEE MEETING AS DISTRIBUTED.
Committee Members Wood, Hawk, Blegen and Christensen voted “Aye.” No negative
votes were cast.
NDSU
AG BUDGET UPDATE
Bruce Bollinger updated the State Soil Conservation Committee
on the 2007 – 2009 Biennium Budget Request. He mentioned that the Governor’s
Budget Address would be in early December. The Soil Conservation District
Assistance Program will be a line item for the State Soil Conservation
Committee.
ND
STATE WATER COMMISSION
Dwight Comfort reviewed with the State Soil Conservation
Committee water levels in Devils Lake and Lake Sakakawea. He provided updates
on the Southwest Pipeline and Northwest Area Water Supply projects.
USDA-NRCS
J.R. Flores reviewed the CSP and the
EQIP with the State Soil Conservation Committee. He indicated that the budget
would be very lean. The priority is securing the funding needed for
contribution agreements with Soil Conservation Districts. Outreach efforts are
moving forward. He mentioned that a Committee of the State Technical Committee
would be discussing Russian Olive.
SOIL CONSERVATION
DISTRICT ASSISTANCE PROGRAM
Scott Hochhalter updated the State Soil Conservation Committee on the progress
of the 2006 State Soil Conservation Committee and NRCS Contribution Agreement.
He reviewed a draft application for the 2007 – 2009 Biennium Soil Conservation
District Assistance Program.
NDASCD
Dale Tinjum and Tom Hanson updated the State Soil Conservation Committee on the
North Dakota Association of Soil Conservation Districts Legislative Committee.
Tom reviewed the Carbon Credit Verification Program. Dale mentioned that
Richard Faught is the new President and James Teigen is the Vice President for
the North Dakota Association of Soil Conservation Districts.
NDSU EXTENSION SERVICE
Roger Haugen reviewed the Grow 21 document with the State Soil Conservation
Committee. Gerald Sturn mentioned the drought assistance provided to livestock
producers with help from the Extension Agents.
RED RIVER BASIN CONSERVATION EFFORT
IT WAS MOVED BY COMMITTEE MEMBER BLEGEN, SECONDED BY COMMITTEE MEMBER WOOD, AND
CARRIED ON A ROLL CALL VOTE TO HELP SPONSOR THE RED RIVER BASIN CONSERVATION
SYMPOSIUM TO BE HELD ON JANUARY 22 & 23, 2007.
Committee Members Wood, Hawk, Blegen and Christensen voted “Aye.” No negative
votes were cast.
There being no further business to come before the Committee, the meeting was adjourned at 2:15 p.m.
