MINUTES
of the
State Soil Conservation Committee meeting
November 9, 2004
A meeting of the North Dakota State Soil Conservation Committee was held at the Best Western Ramkota Hotel, Bismarck, North Dakota. The meeting was called to order at 11:30 a.m., on November 9, with Chair Keith Bartholomay presiding. The following persons attended all or a portion of the meetings:

APPROVAL OF MINUTES
IT WAS MOVED BY COMMITTEE MEMBER DENNIS REICH, SECONDED BY
COMMITTEE MEMBER DISRUD, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE MINUTES
OF THE JULY 21 & 22, 2004 COMMITTEE MEETING AS DISTRIBUTED.
Committee members Disrud, Hawk, Blegen, Wood, Reich and
Bartholomay voted "Aye." No negative votes were cast.
ND DEPARTMENT OF AGRICULTURE
Judy Carlson updated the State Soil Conservation Committee on
its activities to speed up the soil survey digitizing, Water Bank Program and
Project Safe Send.
USDA-NRCS
J.R. Flores reviewed the Conservation Security Program with
the Committee. He indicated that the watersheds selected in North Dakota are
Painted Woods – Square Butte Creek, Apple Creek Long Lake and Beaver Creek (Lake
Oahe).
NDSU
EXTENSION SERVICE
Duane Hauck updated the State Soil Conservation Committee on
the 2005-2007 Biennium Budget process. He reviewed the North Dakota State
University Center for Community Vitality connecting resources in the community,
economic development and leadership to communities.
NDASCD
Roxanne Johnson mentioned that she was elected President and
Grant Archer was elected Vice President for the North Dakota Association of Soil
Conservation Districts. She mentioned that Curtiss Klein, Jim Teigen and Edward
Hauf were new directors.
Joe Fritz reviewed the Golden
Valley SCD Contribution Agreement application submitted to NRCS. The State Soil
Conservation Committee encouraged that the Golden Valley SCD complete an
application for the 2005-2007 Biennium Soil Conservation District Assistance
Program. The applications are due by January 6, 2005.
Jean Brandt reviewed the Rural Leadership Program with the State Soil
Conservation Committee. The program is networking people across the state. The
program prepares the participants to work and implement a project in an
organization or community. She appreciated the support provided by the State
Soil Conservation Committee.
SOIL CONSERVATION DISTRICT TRAINING
Scott Hochhalter reviewed the agenda. He indicated the
importance for State Soil Conservation Committee attendance. He discussed the
Conservation Security Program topic.
IT WAS MOVED BY COMMITTEE MEMBER ROBERT BLEGEN, SECONDED BY COMMITTEE MEMBER WOOD, AND CARRIED ON A ROLL CALL VOTE TO REIMBURSE DOUG NENOW IF HIS SCHEDULE ALLOWED PARTICIPATION AT ADDITIONAL TRAINING SESSIONS. Committee Members Disrud, Hawk, Blegen, Wood, Reich and Bartholomay voted “Aye.” No negative votes were cast.
SOIL CONSERVATION DISTRICT
ASSISTANCE PROGRAM
Scott Hochhalter reviewed the application form. All district
have till January 6, 2005 to submit an application for the 2005-2007 Biennium
Soil Conservation District Assistance Program. The State Soil Conservation
Committee will be working with NRCS on additional contribution agreements during
the 2005-2007 Biennium.
ND TREE HANDBOOK
Scott Hochhalter mentioned that NDSU Ag Communications is going to reprint a new
addition to the Tree Handbook. The audience targeted will be urban tree
planters. Joe Zeleznik, Mike Kangus and Dale Herman will rewrite portions of
the book.
IT WAS MOVED BY COMMITTEE MEMBER REICH, SECONDED BY COMMITTEE MEMBER WOOD, AND CARRIED ON A ROLL CALL VOTE TO ALLOW NDSU AG COMMUNICATIONS PERMISSION TO REPRODUCE THE TREE HANDBOOK. Committee Members Disrud, Hawk, Blegen, Wood, Reich and Bartholomay voted “Aye.” No negative votes were cast.
NDASCD STANDING COMMITTEES
The State Soil Conservation Committee reviewed the following Committees being
developed by the North Dakota Association of Soil Conservation Districts.
Legislative – Deals with State and Federal Legislative matters of interest to the Districts.
District Operations – Deals with operating issues facing Districts including planning, capacity development, agreements with others, funding, fiscal management, personnel, supervisor training, reporting or any other matter affecting efficient and effective district operations.
Education – Deals with advancing the awareness, importance and accomplishments of soil conserving efforts of Districts and the Association in order to create a more informed public.
Resolutions and Policy – Insures that proposed or current policy is legal, accurate, specific enough to be meaningful and is appropriate in keeping within the purpose of the Association and Districts.
Natural Resources – Deals with issues or programs facing Districts pertaining to soil, water, plants, animals and air resources.

participate on a Standing Committee.

There being no further business to come before the Committee, the meeting was adjourned at 2:45 p.m.
