State Soil Conservation Committee meeting
 

Bismarck , North Dakota 

May 2, 2005    

A meeting of the North Dakota State Soil Conservation Committee was held by conference call on May 2, 2005.  The meeting was called to order at 8:05 a.m., with Chair Keith Bartholomay presiding.  The following persons attended all or a portion of the meeting:

PETITION FOR INCLUSION OF ADDITIONAL TERRITORY WITHIN A SOIL CONSERVATION DISTRICT
Scott Hochhalter updated the State Soil Conservation Committee on the process to include additional territory within an existing soil conservation district. A transaction such as this is provided for under the Soil Conservation District Law, Chapter 4-22, North Dakota Century Code. Section 4-22-12 states "...a portion of a district may upon petition of a majority of the qualified electors in such portion, and without an election, be annexed to an adjoining district, and become a part of same upon filing such petition with the state soil conservation committee." A petition has been signed and filed to annex the Woodberry Township from the Slope-Hettinger Soil Conservation District to the Bowman-Slope Soil Conservation District. He mentioned that another landowner in the White Lake Township is also considering the circulation of a petition.

Scott Hochhalter mentioned that since the Farm Service Agency has closed the office in Amidon, ND landowners feel that Bowman, ND would best serve this territory.    

SOIL CONSERVATION DISTRICT ASSISTANCE PROGRAM   
Scott Hochhalter reviewed Senate Bill 2020.  The bill includes an additional $50,000 for soil conservation districts.  The funding available for the Soil Conservation Districts Assistance Program $580,000 + $50,000 = $630,000.  He reviewed several funding alternatives.  The State Soil Conservation Committee will utilize a contribution agreement with NRCS to provide funds to 52 soil conservation districts.  The soil conservation districts ranked 41-52 would be funded at a reduced amount.  The State Soil Conservation Committee will allocate $2,500 of State funds to soil conservation districts ranked 1-26.     

IT WAS MOVED BY COMMITTEE MEMBER DISRUD, SECONDED BY COMMITTEE MEMBER REICH, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE FOLLOWING FUNDING ALLOCATION FOR THE 2005-2007 BIENNIUM SOIL CONSERVATION DISTRICTS ASSISTANCE PROGRAM. Committee Members Hawk, Reich, Disrud and Bartholomay voted “Aye.”  No negative votes were cast.
