State Soil Conservation Committee meeting
 

Bismarck , North Dakota 

March 9, 2004

A meeting of the North Dakota State Soil Conservation Committee was held at the Best Western Ramkota Hotel, Bismarck, North Dakota.  The meeting was called to order at 11:00 a.m., on March 9, with Chair Keith Bartholomay presiding.  The following persons attended all or a portion of the meetings:

APPROVAL OF MINUTES
IT WAS MOVED BY COMMITTEE MEMBER DENNIS REICH, SECONDED BY COMMITTEE MEMBER CHRISTENSEN AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE MINUTES OF THE NOVEMBER 11, 2003 AND DECEMBER 1, 2003 COMMITTEE MEETINGS AS DISTRIBUTED. Committee members Wood, Disrud, Blegen, Christensen, Reich, Hawk and Bartholomay votes "Aye." No negative votes were cast.

SOIL CONSERVATION DISTRICT TRAINING UPDATE
Scott Hochhalter mentioned that 95 supervisors attended the training workshops. The total attendance for the eight training session was 149.

MEMBERSHIP DUES
The State Soil Conservation Committee discussed the due notices from the National Association of State Conservation Agencies.

IT WAS MOVED BY COMMITTEE MEMBER THOMAS CHRISTENSEN, SECONDED BY COMMITTEE MEMBER HAWK, AND CARRIED ON A ROLL CALL VOTE TO MAKE A $50.00 FINANCIAL CONTRIBUTION TO THE NATIONAL ASSOCIATION OF STATE CONSERVATION AGENCIES.  Committee Members Wood, Disrud, Blegen, Christensen, Reich, Hawk and Bartholomay voted “Aye.”  No negative votes were cast.    

RURAL LEADERSHIP PROGRAM    
Scott Hochhalter presented a request from Jean Brandt, Turtle Mountain Soil Conservation District Supervisor, for tuition support of $250.00 per year to attend the two year Rural Leadership Program. 
 

 IT WAS MOVED BY COMMITTEE MEMBER DENNIS REICH, SECONDED BY COMMITTEE MEMBER WOOD, AND CARRIED ON A ROLL CALL VOTE TO PAY $250.00 PER YEAR, TOTAL OF $500.00, AND SEE IF THE NORTH DAKOTA ASSOCIATION WILL PAY FOR ONE YEAR.  Committee Members Wood, Disrud, Blegen, Christensen, Reich, Hawk and Bartholomay voted “Aye.”  No negative votes were cast.    

ND GAME AND FISH DEPARTMENT    
John Schultz provided an overview of the Private Lands Initiative Programs.  He mentioned that the North Dakota Game and Fish Department’s mission is to protect, conserve and enhance fish and wildlife populations and their habitats for sustained public use.  The Private Lands Initiative is the Department’s overall mechanism for applying this mission onto the private landscape of North Dakota.    

ND DEPARTMENT OF AGRICULTURE    
Jason Wirtz provided an update on the Dairy Pollution Prevention Program.  

ND STATE WATER COMMISSION 
Tim Freije provided an update on the water levels in Lake Sakakawea and Devils Lake.  He also reviewed the status of the Southwest Pipeline, Northwest Area Water Supply and Devils Lake Pipeline projects. 

USDA-NRCS
J.R. Flores reviewed the current fiscal year budget status.  He mentioned that the Environmental Quality Incentives Program would be funded at 15.2 million for fiscal year 2004.   

CONSERVATION SECURITY PROGRAM  
Tom Coleman provided an update on the status of the Conservation Security Program.    

SOIL CONSERVATION DISTRICT ASSISTANCE PROGRAM   
Scott Hochhalter reviewed the Soil Conservation District Assistance Program and Contribution Agreement with NRCS.  The pooling of resources accomplished through the contribution agreement will allow the SSCC and NRCS, acting together, to fund increased staff resources that had sought financial support from the SSCC through the Soil Conservation District Assistance Program.    

IT WAS MOVED BY COMMITTEE MEMBER THOMAS CHRISTENSEN, SECONDED BY COMMITTEE MEMBER REICH, AND CARRIED ON A ROLL CALL VOTE TO PERSUE ANOTHER CONTRIBUTION AGREEMENT WITH NRCS TO COVER OCTOBER 1, 2004 to JUNE 30, 2005.  Committee Members Wood, Disrud, Blegen, Christensen, Reich, Hawk and Bartholomay voted “Aye.”  No negative votes were cast.  

IT WAS MOVED BY COMMITTEE MEMBER THOMAS CHRISTENSEN, SECONDED BY COMMITTEE MEMBER HAWK, AND CARRIED ON A ROLL CALL VOTE TO REALOCATE SOIL CONSERVATION DISTRICT FUND BALANCES IN THE CURRENT CONTRIBUTION AGREEMENT TO SOIL CONSERVATION DISTRICTS ON A FIRST COME FIRST SERVE BASES.  Committee Members Wood, Disrud, Blegen, Christensen, Reich, Hawk and Bartholomay voted “Aye.”  No negative votes were cast.

There being no further business to come before the Committee, the meeting was adjourned at 4:15 p.m.
