State Soil Conservation Committee meeting
 

Bismarck , North Dakota 

February 17, 2005 

 

A meeting of the North Dakota State Soil Conservation Committee was held at the Kelly Inn, Bismarck, North Dakota.  The meeting was called to order at 8:10 a.m., on February 17, with Chair Keith Bartholomay presiding.  The following persons attended all or a portion of the meeting:

APPROVAL OF MINUTES
IT WAS MOVED BY COMMITTEE MEMBER DENNIS REICH, SECONDED BY COMMITTEE MEMBER DISRUB, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE MINUTES AS AMENDED BY REMOVING JOE ON THE SECOND PAGE OF THE NOVEMBER 9, 2004 MEETING AS DISTRIBUTED.  
Committee members Disrud, Blegen, Hawk, Reich, Christensen and Bartholomay voted "Aye." No negative votes were cast.

SOIL CONSERVATION DISTRICT SUPERVISOR APPOINTMENTS NEEDING APPROVAL
Scott Hochhalter presented a supervisor appointment to fill the vacant elective position on the Foster County Soil Conservation District. The Foster County Soil Conservation District appointed Robert House to the vacated elected position held by DeEtta Kay Aljets.

IT WAS MOVED BY COMMITTEE MEMBER CHRISTENSEN, SECONDED BY COMMITTEE MEMBER DISRUD, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE APPOINTMENT OF ROBERT HOUSE TO THE FOSTER COUNTY SOIL CONSERVATION DISTRICT. Committee Members Disrud, Blegen, Hawk, Reich, Christensen and Bartholomay voted “Aye.”  No negative votes were cast.    

ND STATE WATER COMMISSION   
Tim Larson provided an update on the water levels in Lake Sakakawea and Devils Lake.  He also reviewed the status of the Southwest Pipeline, Northwest Area Water Supply and Devils Lake Pipeline projects.    

SOIL CONSERVATION DISTRICT ASSISTANCE PROGRAM (SCDAP)
The State Soil Conservation Committee discussed the application submitted by the Pembina County Soil Conservation District.

IT WAS MOVED BY COMMITTEE MEMBER REICH, SECONDED BY COMMITTEE MEMBER HAWK, AND CARRIED ON A ROLL CALL VOTE TO EVALUATE AND SCORE THE APPLICATION FROM THE PEMBINA COUNTY SOIL CONSERVATION DISTRICT.  Committee Members Disrud, Blegen, Hawk, Reich, Christensen and Bartholomay voted “Aye.”  No negative votes were cast.    

Scott Hochhalter presented the applications received for the 2005-2007 biennium SCDAP.  There were 52 applications requesting a total of $1,235,500.   

IT WAS MOVED BY COMMITTEE MEMBER REICH, SECONDED BY COMMITTEE MEMBER HAWK, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE FOLLOWING EVALUATION AND RANKING FOR THE 2005-2007 BIENNIUM SOIL CONSERVATION DISTRICT ASSISTANCE PROGRAM.  Committee Members Disrud, Blegen, Hawk, Reich, Christensen and Bartholomay voted “Aye.”  No negative votes were cast.

 USDA-NRCS 
J.R. Flores reviewed the FY 06 proposed budget and impacts to conservation programs.  He mentioned that this year in North Dakota, a total of 2,112 applications were received with a cost-share request of $25 million for EQIP.  The amount funded was $15.2 million for 1,087 contracts treating 640,000 acres. 
 

NDASCD   
Roxanne Johnson mentioned that Tim Reich, South Dakota, was elected First Vice President and Orlin Sims, Wyoming, was elected Second Vice President at the 59th Annual Meeting of the National Association of Conservation Districts.  

Gary Puppe reviewed several bills of importance to soil conservation districts.     

NDSU EXTENSION SERVICE  
Gerald Sturn provides an update on the search process for the Vice President for Agriculture and University Extension at NDSU.     

There being no further business to come before the Committee, the meeting was adjourned at 3:35 p.m.
