MINUTES
of the
State Soil Conservation Committee meeting
December 1, 2003
A meeting of the North Dakota State Soil Conservation Committee was held by conference call on December 1, 2003. The meeting was called to order at 1:00 p.m., with Chair Keith Bartholomay presiding. The following persons attended all or a portion of the meeting:

SOIL CONSERVATION DISTRICT SUPERVISOR
APPOINTMENT NEEDING APPROVAL
Scott Hochhalter presented the following supervisor
appointments to fill the following vacant elective positions:
The Morton County Soil Conservation District appointed Elwood (Woody) Barth to the vacated elected position held by Kenneth Miller.
IT WAS MOVED BY COMMITTEE MEMBER REICH, SECONDED BY COMMITTEE MEMBER WOOD, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE APPOINTMENT OF ELWOOD (WOODY) BARTH TO THE MORTON COUNTY SOIL CONSERVATION DISTRICT. Committee Members Disrud, Blegen, Hawk, Wood, Reich and Bartholomay voted “Aye.” No negative votes were cast.

ASSISTANCE PROGRAM
Scott Hochhalter reviewed the current contribution
agreement budget with NRCS. The current budget is below. He reviewed a new
budget that would reflect a 50% State and 50% Federal match. The new budget
would reflect a reduction in $49,999 in state funds. The new budget is below.

IT WAS MOVED BY COMMITTEE MEMBER REICH, SECONDED BY COMMITTEE MEMBER DISRUD, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE NEW BUDGET FOR THE CONTRIBUTION AGREEMENT WITH NRCS. Committee Members Disrud, Blegen, Hawk, Wood, Reich and Bartholomay voted “Aye.” No negative votes were cast.
Scott Hochhalter reviewed the adjustments needed in the funding allocation to the 43 soil conservation districts. He also mentioned that adjustments are needed in the Plan of Work to reflect a 15 month agreement rather than the 24 months as originally planned.
IT WAS MOVED BY COMMITTEE MEMBER WOOD, SECONDED BY COMMITTEE MEMBER HAWK, AND CARRIED ON A ROLL CALL VOTE TO APPROVE THE ADJUSTMENTS TO THE PLAN OF WORK. Committee Members Disrud, Blegen, Hawk, Wood, Reich and Bartholomay voted “Aye.” No negative votes were cast.
Scott Hochhalter mentioned that the contribution agreement would allow the Committee to fund increased staff resources that had sought financial support from the Committee through the Soil Conservation District Assistance Program (SCDAP). The Committee will need to determine how they want to distribute the remaining SCDAP funds.
There being no further business to come before the Committee, the meeting was adjourned at 1:45 p.m.
