Major Themes of the Conference:
The Center for Agricultural Policy and Trade Studies (CAPTS) at North Dakota State
University is organizing a two-day conference titled "The 2002 Farm Bill:
Issues and Alternatives." The conference will be held on October 29-30, 2001 at
the Holiday Inn Convention Center, Fargo, North Dakota. The conference will focus on
emerging issues related to the 2002 Farm Bill. Specific themes include: (1) Directions of
the U.S. Farm Programs under a Freer Trade Environment; (2) U.S. Farm Economy under the
1996 FAIR Act: How has the Farm Bill Worked?; (3) Alternative Views of the 2002 Farm
Bill; (4) Implications of the WTO Negotiations and Regional Free Trade Agreements on the
2002 Farm Bill; (5) the 2002 Farm Bill for Wheat, Feed Grains, Oilseeds, and Sugar
Producers; and (6) Major Issues in the 2002 Farm Bill: Risk Management, Income
Safety-net, Food Safety, and Environment.
Who Should Attend:
Agricultural producers, agricultural industry
leaders, policymakers in public and private sectors, and academicians with an interest in
agricultural policy should attend this conference and participate in dialogue on emerging
issues related to the 2002 Farm Bill under a freer trade environment. The conference will
be of a national scope with a focus on Northern Plains agriculture.

Those interested in attending the conference should complete the attached registration
form and return it to: Center for Agricultural Policy and Trade Studies, P.O. Box 5636,
Fargo, ND 58105-5636. The conference registration fee is $125 for those registering by October
12, 2001. Late registration is $175. A limited number of rooms have been reserved at
the Holiday Inn at conference room rates of $69 per night for conventional rooms and $113
for per night for one-room suites. Use the following hotel reservation information for

A block of 100 rooms has been reserved for conference participants at the Holiday
Inn, Fargo, North Dakota, for the evenings of October 28 and 29, 2001. Room rates for the
conference are $69.00 per night for conventional rooms and $113 per night for one-room
suites.
Applicable city and state taxes are 9.5%. Taxes are subject to change without notice.
The rates quoted are per room, per night.
This block of rooms will be held until October 12, 2001, at which time any
unassigned rooms will be released back to the hotel. Reservation requests received after
this date will be handled on a space and rate available basis.
Conference attendees must call the hotel directly for reservations. This can be done by
calling the Hotel Reservations Office at (701) 282-2700 or (877) 282-2700. Please refer to
Farm Bill Conference. Reservations must be guaranteed by a major credit card.
Check-in time is 3:00 p.m. While every effort will be made to accommodate guests
arriving before the check-in time, rooms may not be immediately available. Check-out time
is 12:00 noon. Requests to retain rooms beyond this hour should be directed to the Front
Desk. Depending on room availability, a late departure charge may be applied. Call the
