Southwest District Meeting Minutes
December 4, 2001 – Dickinson, ND

The meeting was called to order by Southwest District Director, Mike Gartner.  Minutes of last year’s meeting were approved as read.  Paulette gave the financial statement with a motion to approve by Bill Flaget and second by Daryl Anderson.  Motion carried.  Paulette updated on dues and check-offs.  All counties have paid dues for 2001.  Counties in the Southwest District not reporting check-off as yet on the varieties allocated in 2000 are:  Adams, Bowman, Dunn, Mercer, Oliver.  It is requested that any check-off due be collected ASAP as the NDCISA will be presenting a check to the Richard Frohberg Wheat Breeder Endowment at the Annual Meeting Feb. 7th.

There were no resolutions presented from the Southwest District.

Mike Gartner opened the floor for nominations for Southwest District Director, as his six-year term is up.  Jim Bahm nominated Chester Miller with a second by Bill Flaget.  Bridget Whitney nominated Jim Ballweber with a second by Jeff Brown.  Jeff Brown moved nominations cease and a written ballot be taken.  Second by Bill Flaget.  Vote taken with Chester Miller receiving 8 votes and Jim Ballweber 7.  Chester Miller will be the new Southwest District Director.

Next on the agenda - appoint someone to sit on the Seed Allocation Committee.  Mike Gartner currently sits on this committee.  Jim Bahm made a motion to have Mike Gartner continue on this committee with a second by Erik Eriksmoen.  Motion carried

There was discussion regarding the bins at Hettinger.  There are four 2000 bu. hopper bins.  This year, varieties available at Hettinger will be Reeder HRSW and Conlon Barley.  Erik Eriksmoen asked the group what other varieties they might like to see made available at Hettinger.  Since the southwest is increasing in durum acreage, the general consensus of the group is that they would like to see a durum variety.

Erik thanked Mike Gartner for his leadership and six-years serving as Director and Past President on the NDCISA Board of Directors.  Erik mentioned that the Western Dakota Crops Day will be held Dec. 20, 2001 at Hettinger and invited everyone to attend.

Northwest District Meeting Minutes
December 5, 2001 – Minot, ND

The meeting was called to order by Northwest District Director and President, Bob Kornkven.  Minutes of last year’s meeting were approved as read.  Paulette gave the financial statement with a motion to approve by Greg Simonson and second by Bob Finken.  Motion carried.  Paulette updated on dues and check-offs.  All counties have paid dues for 2001.  Counties in the Northwest District not reporting check-off as yet on the varieties allocated in 2000 are:  Mountrail County  and Williams County (partial pymt).  It is requested that any check-off due be collected ASAP as the NDCISA will be presenting a check to the Richard Frohberg Wheat Breeder Endowment at the Annual Meeting Feb. 7th , 2002.

 There was discussion on what could be done to alleviate the problem of counties asking for a new variety allocation and then not picking them up.  It was noted that it is not usually the same counties not complying, and that sometimes there can be extenuating circumstances such as field conditions/weather, etc., but the counties should do everything possible to get the seed planted.  A suggestion was to have a $100 downpayment for each variety requested, but given the short timeline between time of allocations and requested due date for contracts and payments to be returned, this did not seem feasible. 

There were no resolutions presented from the Northwest District.

Bob Kornkven opened the floor for nominations for Northwest District Director, as his six-year term is up.  Tim Semler nominated Del Gates from Renville/Bottineau County, with a second by Bob Finken.  Greg Simonson moved nominations cease and cast a unanimous ballot for Del Gates.  Second by Tim Semler.  Motion carried.  Del Gates will be the new Northwest District Director.

Next on the Agenda was to appoint someone to sit on the Seed Allocation Committee.  Dan Skarsgard currently sits on this committee.  Greg Simonson nominated Dan Skarsgard.  LoAyne nominated Del Gates.  Bob Finken moved nominations cease with a second by Brian Hollinger.  Hand count taken with Del Gates receiving the majority of votes.

 Brian Hollinger thanked Bob Kornkven for his six-years serving as Director and the past year as President of the NDCISA Board of Directors.

Northeast District Meeting Minutes
December 6, 2002 – Lakota, ND

The meeting was called to order by Northeast District Director Dennis Miller.  Minutes of last year’s meeting were approved as read.  Paulette gave the financial statement with a motion to approve by Bill Erbstoesser and second by Lloyd Thompson.  Motion carried.  Paulette updated on dues and check-offs.  All counties have paid dues for 2001.  Counties in the Northeast District not reporting check-off as yet on the varieties allocated in 2000 are:  Eddy, Foster, Nelson, Rolette, Steele, Wells & Towner(partial).  It is requested that any check-off due be collected as soon as possible, as the NDCISA will be presenting a check to the Richard Frohberg Wheat Breeder Endowment Fund at the Annual Meeting Feb. 7th in Minot.

Dennis Miller mentioned to the group that Dr. Richard Frohberg will be retiring this February and suggested it would be appropriate to have a Resolution thanking Dr. Frohberg for his efforts and accomplishments as NDSU Wheat Breeder.  Byron Lannoye moved to develop a Resolution thanking Dr. Frohberg for his years of service as NDSU Wheat Breeder.  Second by Rodney Brown.  Motion carried.  Paulette will put together a resolution to present at the Annual Meeting.

Dennis opened the floor for nominations for Northeast District Director.  Dennis thanked Lloyd Thompson for serving six-years on the NDCISA Board of Directors.  Bernie Bachman nominated Leon Hiltner with a second by Hans Reinhardt.  John Steffan nominated Doug Stein, with a second by Terry Borstad.  Rodney Brown moved nominations cease with a second by Lloyd Thompson.  Ballots were distributed and vote taken with Leon Hiltner receiving the majority of votes.  Leon Hiltner, Cavalier County will serve as the new Northeast District Director.

Dennis opened the floor for nominations for a representative to sit on the Seed Allocation Committee.  Bill Erbstoesser currently is the representative from the Northeast.  Lloyd Thompson nominated Bill Erbstoesser.   Dan Webster moved nominations cease and cast a unanimous ballot for Bill.  Second by Byron Lannoye.  Motion carried.

Dennis mentioned the 2002 NDCISA Annual Meeting will be held in Minot, February 7th.

Southeast District Meeting Minutes
December 7, 2001 – Loftsgard Hall, NDSU-Fargo

The meeting was called to order by Southeast District Director Dale Reimers.  Minutes of last year’s meeting were approved as read.  Paulette gave the financial statement with a motion to approve by Joel Anderson and second by John Schatz.  Motion carried.  Paulette updated on dues and check-offs.  All counties have paid dues for 2001.  Counties in the Southeast District not reporting check-off as yet on the varieties allocated in 2000 are:  Emmons, Traill, McIntosh(Partial), Cass(Partial), Dickey(Partial).  It is requested that any check-off due be collected as soon as possible as the NDCISA will be presenting a check to the Richard Frohberg Wheat Breeder Endowment at the Annual Meeting Feb. 7th.

There were no resolutions presented from the Southwest District.  The Northeast District proposed a resolution recognizing Dr. Frohberg for his accomplishments and many years of service as Wheat Breeder at NDSU.  Joel Anderson moved to support the resolution from the Northeast with a second by Dave Fixen.  Motion passed.

Dale Reimers thanked Joel Anderson for his six years serving as NDCISA Board of Director from the Southeast.  Dale then opened the floor for nominations for Southeast District Director.  Joel Anderson nominated Lowell Picotte, Christine, ND.  There was discussion with regard to this nomination, noting that Lowell actually farms in Minnesota.  There was no second to the nomination.  Clint Gienger nominated Randy Rust, Traill County Crop Improvement President.  Joel Anderson second the nomination.  There being no further nominations, Joel moved nominations cease and cast a unanimous ballot for Randy.  Second by Clint.  Motion carried.  Randy Rust, Hillsboro is the new Southeast District Director.

Next on the agenda – appoint someone to sit on the Seed Allocation Committee.  Joel Anderson made a motion to have Dale Reimers sit on this committee.  Second by John Miller.  Motion carried.

Dale mentioned  the new directors elected in the other districts:  SW – Chester Miller, Glen Ullin; NW – Del Gates, Mohall; and NE – Leon Hiltner, Wales.

Galen Schroeder, Asst. Foundation Seedstocks Director and Program Coordinator for NDCISA, resigned his position at NDSU October 1.  Al Ulmer made a motion to send a letter to Galen thanking him for his contributions to NDCISA the past 6 years.  Tom Teigen second.  Motion carried.

There being no further business the meeting was adjourned.
